Minutes of the meeting held on 18.06.2020 between 4:00 PM to 8:00 PM with the residents of Purvanchal Royal City, GH-05, Sector-CHI-V, Greater Noida at the maintenance office in Club Royale of the complex.



The meeting was held in six slots due to restriction for Covid19. The following residents have attended meeting in different slots:

Following discussion were held in the said meeting:




  1. CMD of Purvanchal told the residents that he was eager to meet all the residents and wanted to hold meeting with residents followed by Dinner but due to this pandemic it could not be finalised. But, in future when the present situation will become completely normal, Purvanchal will arrange the same.

  2. Regarding the security services in the complex few slots of residents have told to CMD that there is no issue in related security. However, one slot of residents has expressed their concern that few guards are not skilled. CMD assured them that a meeting with the director/representative of Security Company will be planned and discussed these issues to improve the quality of guards.



 




  1. Regarding query of resident about Bio Metric and Mobile signal it was confirmed by Purvanchal that both work will be completed by end of the July 2020. It was also cleared that only the installation of Bio Metric system in both levels of basement will be completed by end of July but operation of Bio Metric system will be kept on hold as impression of fingers of every residents have to be taken and due to Covid19 it is not advisable to take impression of residents till this pandemic is not eased off. Some residents have advised to consider the card system for Purvanchal will further study and evaluate.



 




  1. CMD of Purvanchal intimated to the resident that approx Rs. 16 to 17 Lakh has been saved during the period of 22.03.2020 to 15.06.2020 due to some facilities in the club were not operational during the lock down period due to the current pandemic, some workers/staff could not come to office due to lock down, saving in electricity bill due to non-operational of some facilities etc etc. Assuming that present situation will continue till 30.09.2020, we asses that an estimated amount of Rs. 45 to 50 Lakh will be saved on above mentioned heads. CMD voluntarily offered to the residents that the same will be adjusted in the head of club maintenance or any other heads of maintenance in proportion to the area of the individual flat. Purvanchal will intimate the same separately. Due to this pandemic, some residents suggested for extending the due date i.e. 10.07.2020 of next instalment of quarterly maintenance charges which we have agreed and it will be extended to 31st of July 2020.



 




  1. Some residents recommended for guest parking. In this regard CMD told the residents that there are no excess parking spaces available in the complex and availability of excess parking space is very rare. Therefore, it is very difficult to allocate parking space for the guests in the complex. If some parking spaces will be available in future then it will be planned at main gate area (facing to Yamuna Expressway) which is in Phase-II of the complex. But, Purvanchal will try to do this purely as a goodwill gesture and it is clarified that it is neither a commitment nor an offer in any manner. If due to the non-availability of the excess parking space, Purvanchal could not arrange the same then there will be no claim by the residents in this regard. However, purely as a temporary basis and till the parking spaces is available, 4 parking spaces will be reserved for the guest of the residents. The estate office will communicate to all the residents separately in this regard.



 




  1. Few residents have raised their concern due resent earthquakes & cyclone in NCR and asked about the stability of the structure. CMD explained that every precaution has been taken as per building code & norms. The structure of the building  has been designed by a competent person and at the time of approval of the maps and at the time of completion of the building the vetting regarding structure stability have been done by IIT Delhi as per requirement of Greater Noida Industrial Development Authority. If require Purvanchal may arrange the meeting with Dr. Sadanand who has designed the structure of the building.



  




  1. Some residents recommended for installation of a glass door at the entrance of the each towers and the same should be operational by Bio Metric system. In this regard CMD told the residents that our complex is fully completed as per original scheme and it will be additional work with a moderate cost but if it will increase the prestige/standard of the complex and good for the security for our residents, Purvanchal will evaluate & check the possibility and will try to do the same purely as a goodwill gesture. But it is clarified that it is neither a commitment nor an offer in any manner. If, for the any reason, Purvanchal could not execute the same then there will be no claim by the residents in this regard.



 




  1. The issue of bachelors residing or using the flats as guest house in the complex was discussed. It was assured to the residents that no new bachelors are allowing on rent. However, notices are being issued to the flat owners who have given their flat on rent. Few of such flat owners have assured that the flats will be got vacated as soon as Covid19 situation ease off.



 




  1. Purvanchal want to propose all the residents/flat owners that a committee/team of flat owners one from each tower should be formed to coordinate with Purvanchal regarding maintenance related issues of the complex. But, it should be done only after 55 to 60% flat owners occupied their flats in the complex so that a true representation of each tower will be done. The flat owners of each tower will choose their representative from their tower to coordinate with Purvanchal on their behalf. But we want to assure all the residents that our CMD & entire team are always available for 24 X 7 days to serve our residents.



 




  1. Some female residents of the complex have recommended for a provision of hall for small get-together. CMD told them that one small size multi-purpose hall is already allocated in the club for the female residents and the senior citizens of the complex who can enjoy in this hall as per separate time schedule/slots mutually fixed by them.



 




  1. Regarding the ID card to the residents it was communicated to the residents that the provision for digital ID card is already there in the Isociety App. Each resident of the complex may download the same from Isociety App. The procedure to download will be separately communicated by the Estate office.

  2. All non-sticker vehicles in the basement will be identified and process to remove these vehicles will be started at the earliest.

  3. The seepage issue was also discussed in the meeting with residents. Estate office intimated to them that there is no complaint was pending in this regard. However, whenever new complaint will be received the same will be addressed on priority.



 




  1. Few residents suggested for closing the open shafts from ACP sheet. The Purvanchal made it clear that closing of all shaft as per scope and design has been done. However, any resident want to do it on its own cost may be allowed. The competitive rates will be negotiated with the vendor and intimated to the residents separately by the state office. The colour of sheet and material will be the same for all the residents.  

  2. Few residents discussed about the pots put by some of the residents on the balcony railing as it could lead to an accident if pots fall from the height. Purvanchal assure that the notice will be issued to such residents and also seek cooperation from the residents in this regard as it is a safety issue for all the residents.



 




  1. Some residents showed their concern about the pets /dogs of some the residents and the pets often shit on the internal roads/park. We seek cooperation from such residents who have the pets and should take care that the complex should not get dirty due to these pets. The pets should be taken out for shit.



 




  1. As all of you are aware that Purvanchal Royal City is a big & prestigious complex and Purvanchal Group tried its best to take care each and every needs of the residents of the complex including for their get together and celebrations of their important festivals and important days. For this purpose, we want to communicate to all the residents that community hall (Single or double) as per need, will be made available for get together/celebrations for residents of the complex without any charge. The communication regarding main festivals and important days will separately be sent to all the residents at the earliest by our estate office.



 




  1. Few residents have suggested for directory of the complex. In this regard it was communicated to the residents that already a digital directory is available in Isociety App. The residents can download the same. However, after completion Phase-II (entire complex) Purvanchal will also explore for the printed directory if required.



 




  1. CMD seeks the cooperation of each resident for the betterment of the complex and suggested not to trust rumours from un-authorised sources as it leads to damage the prestige of the complex. In case of any problem our team and he himself is available for each and every residents whenever required. We all should collectively work for the betterment of the complex by giving their cooperation at all time.

CIRCULAR NO 068 – “GUIDELINE FOR UNLOCK 1” [02 Jun 2020]

Dear Residents,



We hope that you and your family are safe and healthy.



As per the latest Government notification certain facilities would become operational this weekend. We may have to live with this corona crisis for a longer period than expected, so restrictions and precautions would be a new normal. As responsible occupants we have to utilizing these facilities on basis of our needs which practicing all the required precautions. You are also requested to practice social distancing and wear mask at all time within the premises for the safety of all occupants of the society



In compliance with the current guidelines the following would be applicable:




  1. U.P. Govt. has made wearing face cover / masks mandatory while in public (with penalty for not following this rule), all members / residents are requested to ensure strict compliance while outside their homes




  1. Squash Court is going to be operational from 4th June, 2020 Residents to ensure sports facility is not used by children below 10 Years old and above 65 years old as per the current guideline.




  1. Gymnasium, Swimming pool, & all facilities of the Club House will remain closed till further directives are issued.




  1. Guidelines with respect to essential services / Repair technician allowed in the complex: Electrician, Plumber, Repair/Maintenance of Fan, RO water purifier, AC, Fridge, Washing Machines, and Internet/broadband etc (all essential and general services/repair) are now permitted.






    1. The mechanic/technician must come with Mask, Cap, Gloves and Sanitizer.








    1. Resident/s has to ensure that Technician coming inside complex is only from non- containment zone.








    1. Handwashing/Sanitization would be ensured at Main gate entry








    1. To avoid multiple entries, similar type of complaints should be clubbed: it is advised that the service provider should try to optimize their visits and ensure that maximum services are done during one trip, so as to avoid multiple trips.








    1. If technician does not meet any of above criteria or found unhealthy, his entry may be denied (Mask will be available at Main gate for such persons who are not carrying with them, but on chargeable basis).






  1. In line with Govt. Advisory, residents above the age of 65 years of age, with co- morbidities, pregnant women, and children below the age of 10 are advised not to venture outside the premises of one&rsquos own home unless for medical emergencies and severe critical essential requirements.




  1. As per Govt. Advisory Spitting in public places/any area is a punishable offense with severe punishments




  1. Consumption of liquor, Paan, Gutka, Tobacco in public places and common areas are not allowed.   Smoking and dropping cigarette butts in corridors and walkways should be avoided.




  1. Maids will be permitted to work in line with the guidelines laid down by the Local Authorities. Residents shall ensure all precautionary measures like providing Masks, gloves, shoe cover, sanitizer, safe distancing, etc. as advised by Administration & Local Authorities as well by Estate Management and ensure that we all abide by the fresh regulations/ notifications or guidelines issued from time to time. However, we ask upon you to follow the advice of one maid one residence, to the extent possible to reduce the risk.




  1. Consent of the house residents and maid etc as the case may be, is must. No maid will be allowed from containment zone if any symptom or fever or other issues are identified entry will be banned. (Residents also to ensure) Fresh Pass Will Issue for the maids after consent submitted by the residents.




  1. Maid can now work in flats, for which each resident have to submit their consent/declaration/undertaking form.




  1. Wearing mask is essential for them and Social Distancing is must (2 gaaz ki doori).




  1. Handwashing & thermal scanning of maid/ house help is mandatory before entering the premises.




  1. They are not allowed to roam & sit idle in the common area of complex.




  1. Timing for entry of Maids/servant: 6:30 AM (morning) and Exit timing for Maid: 8:00 PM (Evening)



                       




  1. Drivers will be permitted to work in line with the guidelines laid down by the Local Authorities. Drivers will not be permitted into the lifts or lift-lobbies and when called, will have to wait outside the Society till the member / resident is ready to leave  at which point the member / resident is requested to call the Security Main Gate so that this person can be sent inside the Society at the car.


    1. No Driver will be allowed from containment zone if any symptom or fever or other issues are identified entry will be banned. (Residents also to ensure) Fresh Pass Will Issue for the Driver after consent submitted by the residents.








    1. Driver can now work in flats, for which each resident have to submit their consent/declaration/undertaking form.








    1. Wearing mask is essential for them and Social Distancing is must (2 gaaz ki doori).








    1. Handwashing & thermal scanning of maid/ house help is mandatory before entering the premises.








    1. They are not allowed to roam & sit idle in the common area of complex.








    1. Timing for entry of Driver: 6:30 AM (morning) and Exit timing for Driver: 8:00 PM (Evening)






  1. Residents may please note that due to travel restrictions between 9:00 PM and 5:00 AM, we discourage entry or exit of any nature. All  personnel including Maids/Drivers will be required to comply with these guidelines




  1. Car cleaners will be allowed to work, how they may not be cleaning the cars from inside and will not be allowed into the lifts or lift-lobbies.


    1. No Car Cleaner / Dhobi will be allowed from containment zone. If any symptoms like fever or other issues are observed his or her entry will be banned from the society.








    1. Most of the car cleaners double-up as Presswala, they will be allowed to work. They will however not be allowed into the lifts and may collect/deliver the clothes at the tower lobby






  1. Taxi / Cabs are Not Allowed inside the complex.




  1. We would therefore like to introduce a courier delivery mechanism where all the courier deliveries will be aggregated at the Main gate through the day and distributed by the internal staff/security at 4:00 pm every day starting today. Only large and heavy packages would be allowed to be delivered to the tower lobby.




  1. The perishable goods will however be delivered to the tower entry as per the current practice.




  1. Trainer, coaching and Teachers are not allowed.




  1. Movement of Interior/ Carpenter work inside the flats: Interior/Carpenter work inside the flats is permitted from Monday to Saturday Only from 8:00 AM to 6:30 PM. post submission of undertaking form by resident. Resident or his representative&rsquos presence is essential during the working hours. Rest precautions remain same as per guidelines in the consent form.




  1. Detail information is available in the consent form. All contractors need to apply for new passes as old passes are already expired on 31.05.2020.




  1. Contractor/ Workers, is/are coming inside the complex from non-containment zone and Has/have been tested for fever, Cold & Cough and have found no symptoms and are therefore medically fit to enter into complex. In case if my Contractor / workers are found medically unfit his/their entry may be denied / barred any time without any notification/information.




  1. Contractor / workers are found roaming unnecessarily inside the complex/common areas at any point time by the estate officials expect for entry and exit time his/their entry may be denied / barred any time without any notification/information.




  1. Contractor/Workers will report the entry of all raw materials inside the complex and ask for Sanitization of the same from the estate office well in advance. We shall arrange raw material for at least 1 Week.




  1. Purvanchal Royal City reserves the right to deny entry inside the complex of Interior/ Furnishing team, if contractor or any of his workers are found flouting any guidelines & precautionary measures issued by them, and thereafter I shall not Expect or make a request for any kind of leniency from the estate office in such matter.




  1. If Contractor / workers found medically unfit his/their entry may be denied / barred any time without any notification/information.




  1. Interior work should be done between 8:00 A.M to 6:30 P.M from Monday to Saturday. If any resident files a complaint about the timings due to the work society reserves rights to stop the work.

Dear Residents,



Referring to the circular # 32 & 66 containing guidelines for Pet Owners, we will start penalizing pet owners for littering the premise with pet poop. Please carry pet cleaning supplies with you in order to clean after your pet. There will be enhanced surveillance using video as well as security personnel to ensure compliance. All defaulters would be penalised INR 500 effective from next Monday.

There has been a general feedback from the residents about the inconvenience in collection of courier deliveries from the main gate. We would therefore like to introduce a courier delivery mechanism where all the courier deliveries will be aggregated at the Main gate through the day and distributed by the internal staff/security at 4:00 pm every day starting today. The boxes would be sanitized using the Hypo Sodium Chloride available with the security for added safety

Correction in CIRCULAR NO 062 – “GUIDELINE FOR LOCK DOWN 4.0” [21 May 2020]

 



Dear Residents,



We hope that you and your family are safe and healthy.



As per the latest Government notification certain facilities would become operational this weekend. We may have to live with this corona crisis for a longer period than expected, so restrictions and precautions would be a new normal. As responsible occupants we have to utilizing these facilities on basis of our needs which practicing all the required precautions. You are also requested to practice social distancing and wear mask at all time within the premises for the safety of all occupants of the society



In compliance with the current guidelines the following would be applicable:




  1. U.P. Govt. has made wearing face cover / masks mandatory while in public (with penalty for not following this rule), all members / residents are requested to ensure strict compliance while outside their homes




  1. Lawn tennis & Badminton Court is going to be operational from 22nd May 2020 Residents to ensure sports facility is not used by children below 10 Years old and above 65 years old as per the current guideline.




  1. Gymnasium, Swimming pool, & all facilities of the Club House will remain closed till further directives are issued.




  1. All maintenance and service staff to include mechanics of Electric appliances, TV, Fridge, DTH, AC, and Internet services will be permitted through service lifts only. They need to follow the entry procedure at security gate.




  1. In line with Govt. Advisory, residents above the age of 65 years of age, with co- morbidities, pregnant women, and children below the age of 10 are advised not to venture outside the premises of one&rsquos own home unless for medical emergencies and severe critical essential requirements.




  1. As per Govt. Advisory Spitting in public places/any area is a punishable offense with severe punishments




  1. Consumption of liquor, Paan, Gutka, Tobacco in public places and common areas are not allowed.   Smoking and dropping cigarette butts in corridors and walkways should be avoided.




  1. Maids will be permitted to work from Saturday i.e. 23rd May, 2020 in line with the guidelines laid down by the Local Authorities. Residents shall ensure all precautionary measures like providing Masks, gloves, shoe cover, sanitizer, safe distancing, etc. as advised by Administration & Local Authorities as well by Estate Management and ensure that we all abide by the fresh regulations/ notifications or guidelines issued from time to time. However, we ask upon you to follow the advice of one maid one residence, to the extent possible to reduce the risk. Consent of the house residents and maid etc as the case may be, is must. No maid will be allowed from containment zone if any symptom or fever or other issues are identified entry will be banned. (Residents also to ensure) Fresh Pass Will Issue for the maids after consent submitted by the residents.




  1. Drivers will be permitted to work from Saturday i.e. 23rd May, 2020 in line with the guidelines laid down by the Local Authorities. Drivers will not be permitted into the lifts or lift-lobbies and when called, will have to wait outside the Society till the member / resident is ready to leave  at which point the member / resident is requested to call the Security Main Gate so that this person can be sent inside the Society at the car. No Driver will be allowed from containment zone if any symptom or fever or other issues are identified entry will be banned. (Residents also to ensure) Fresh Pass Will Issue for the Driver after consent submitted by the residents.




  1. Residents may please note that due to travel restrictions between 7:00 PMand 7:00 AM, we discourage entry or exit of any nature. All personnel including Maids/Drivers will be required to comply with these guidelines.




  1. Car cleaners will be allowed to work from Saturday i.e. 23rd May, 2020, however, they may not be cleaning the cars from inside and will not be allowed into the lifts or lift-lobbies. No Car Cleaner / Dhobi will be allowed from containment zone. If any symptoms like fever or other issues are observed his or her entry will be banned from the society.




  1. Most of the car cleaners double-up as Presswalas, they will be allowed to work from Saturday i.e. 23rd May, 2020. They will however not be allowed into the lifts and may collect/deliver the clothes at the tower lobby




  1. Taxi / Cabs are Not Allowed inside the complex.




  1. Home deliveries of small packages will be received at the Society Main Gate itself, only large and heavy packages would be allowed to be delivered to the tower lobby.




  1. All home deliveries (medicines, staples, daily essentials, etc.) will have to be received at the Society Main Gate itself, except for those which are bigger in size (A/c, Washing Machines, etc.) which are brought by delivery vans and thus, will have to be delivered at the lift lobby.

It is observed that a lot of Novel Convid cases are imported. It is therefore imperative that residents take a responsibility and declare if they have visited and come back from any foreign country in the last fourteen days. Naturally, this gets applied to all residents who come in our complex from today onwards, too. To re-iterate, a self-declaration is mandatory for any resident who arrived in our complex after 8th March at 12:00 midnight onwards. 



PLEASE FIND THE FORM from iSociety app / Estate office FOR SELF DECLARATION FOR NEW ARRIVALS AND THOSE RESIDENTS WHO HAVE COME BACK FROM COVID 19 AFFECTED AREAS/COUNTRIES AND PLEASE SUBMIT THE FORM IN ESTATE OFFICE.



All such residents are also to observe a 100% Self- Quarantine, for a period of fourteen days since their arrival.



It is all residents&rsquo responsibility to fully comply with self-declaration and self-quarantine for 14 days since their arrival. Failure to do so, and if found later, May lead to resident's being invalidated.
