Dear Residents,

We are pleased to inform you that the swimming pools at Purvanchal Royal City will be re-opening on Monday, 13 April 2026. The facility is being brought into operation with due consideration of safety, hygiene, and regulatory standards. All residents are hereby required to strictly adhere to the following conditions, which are mandatory and non-negotiable in nature.

Use of the swimming pool shall be permitted only in proper swimming attire along with a compulsory swim cap. Entry in regular clothes is strictly prohibited under all circumstances. Residents are further advised that any individual suffering from open wounds, cuts, bandages, skin infections, fever, cold, cough, or any communicable or dermatological condition shall not be permitted to use the pool. This restriction is in the public interest and will be enforced without exception.

Parents and guardians shall bear full responsibility for minors. Children below 14 years of age shall not be allowed to enter or use the swimming pool without being accompanied and supervised by their parent or guardian at all times. Any negligence in this regard will be viewed seriously.

Strict hygiene protocols must be followed by all users. It is mandatory to take a shower before and after pool usage. Application of oils, lotions, or creams prior to entering the pool is not permitted. All individuals must use the disinfectant footbath before entry. For infants and toddlers, only swim-proof diapers are permitted, and the use of regular diapers is strictly prohibited due to contamination risks.

Swimming Pool Timings:

Morning (All Categories): 6:00 AM to 11:00 AM - Cleaning & Maintenance: 11:00 AM to 4:00 PM (Pool Closed)

Evening (Ladies Only): 4:00 PM to 5:30 PM - Evening (All Categories): 5:30 PM to 10:00 PM

The swimming pool shall remain closed every Thursday for scheduled cleaning, maintenance, and water quality management. No access shall be granted on this day under any circumstances.

In the interest of safety and discipline, carrying or consuming food and beverages inside the pool area is strictly prohibited. Running, rough play, or any form of misconduct will not be tolerated. Residents must maintain decorum at all times and shall not engage or distract lifeguards during duty hours, as this may compromise safety supervision. Videography and photography inside the swimming pool area are strictly prohibited under all circumstances to ensure the privacy and safety of all residents.

With regard to guest access, residents intending to bring guests must obtain a valid guest pass from the Estate Office strictly between 9:00 AM to 6:00 PM. No guest shall be permitted entry without an authorised pass. It is reiterated that the swimming pool facility is exclusively for residents and their duly registered guests only. Entry of any outsider or unauthorised individual is strictly prohibited and will invite immediate action. Non-compliance with any of the above guidelines shall result in denial of entry and may lead to suspension of pool usage privileges, in addition to further administrative action as deemed appropriate.

Dear Residents,

We hope you and your family are doing well.

It has been observed that some residents are bringing outsiders onto the premises and allowing them to access common facilities, which is strictly against society's rules and compromises the safety and security of all residents. A previous circular has already been issued to reinforce this regulation however, instances of non-compliance continue to be reported.

It has also come to our notice that in certain cases, residents have shared their access cards with outsiders, facilitated their entry by allowing the use of valid parking stickers on external vehicles, and in some instances, such individuals have even approached the Estate Office to complete registration formalities by declaring that they are residing with the concerned residents. Further, it has been observed that such individuals are entering the premises on a daily basis through the main gate, making it increasingly difficult to effectively monitor and regulate their access. Some such cases have been identified by the security team, and entry has been denied accordingly.

Residents are strictly instructed not to share access cards, parking stickers, or any form of entry authorisation with non-residents under any circumstances. Such actions will be treated as a serious violation of society rules.

All residents are once again requested to ensure that common amenities such as the clubhouse, swimming pool, gym, and other shared facilities are used strictly by authorised residents and registered occupants only.

Non-compliance will be viewed seriously, and violators may face suspension of facility usage for a period of one month, along with further action as deemed appropriate by the management.

Dear Residents,

This is in continuation of Circular No. 806 dated 23 January 2026 regarding unauthorised alterations in fire safety systems within residential units.

As per the latest inspection carried out across the society, 47 flats remain non-compliant and have undergone alterations, including the covering of sprinklers, the removal/non-installation of detectors, or the obstruction of fire safety equipment.

It is a matter of serious concern that despite repeated reminders and sufficient time provided, these critical deficiencies have not been rectified. Such actions directly violate approved fire safety norms and significantly increase the risk to life and property throughout the complex.

You are hereby directed to immediately remove all unauthorised modifications and restore the fire safety systems to their original approved condition.

IMPORTANT DIRECTIONS:

  • All rectification work must be completed within seven (7) days from the date of this circular.
  • All costs, risks, and responsibilities for restoration shall be borne entirely by the respective residents.
  • Any delay or failure to comply will be treated as willful negligence and a violation of statutory safety norms.

In case of non-compliance after the above deadline, strict action shall be initiated without any further notice, including:

  • Reporting the violation to the Fire Department and other competent statutory authorities
  • Initiation of action under applicable fire safety laws and regulations
  • All consequences, including legal and financial liabilities arising from such action, shall rest solely with the concerned resident.

The detailed sheet for category-wise maintenance charges to be paid by the flat owners is attached as “Annexure A & B”. Therefore, it is requested to arrange to deposit the maintenance charges as per the category of your flat/shop mentioned in the attached “Annexure A & B” on or before 10.04.2026.

Your cooperation is solicited for timely payment. No separate reminders will be sent to you. Please ensure sufficient balance in your Bank Account on the dates mentioned in your cheques. If you are opting for the quarterly option, the dates of the cheques should be 10.04.2026, 10.07.2026, 10.10.2026, and 10.01.2027, and all four cheques should be handed over at our estate office on or before 10.04.2026.

If you make an online payment, the payment should be received on or before the due dates as mentioned above. In case of default in the payment, the following penalty schedule will be applicable:

In case of delay in payment after 10.04.2026, the interest @10% per annum shall be charged for the first 30 days. After that, an appropriate penalty/action will be imposed against the defaulters in addition to the levy of the interest as mentioned above.

Dear Residents,

This is to bring to everyone’s attention two very serious issues that have been repeatedly reported, despite earlier reminders and advisories. These actions are creating nuisance, safety hazards, and showing disregard for community living norms.

Throwing Garbage and Food Items in Lawns

Some residents have been throwing garbage, leftover food, and other waste into the lawns of ground-floor flats. This is absolutely unacceptable. Such behaviour:

  • Creates unhygienic and unpleasant conditions.
  • Endangers pets and children who may unknowingly come in contact with or consume such items.
  • Disrespects the privacy and well-being of fellow residents.

This must stop immediately. Throwing anything into another resident’s lawn or balcony will be treated as a deliberate nuisance, and strict action will be taken.

Flower Pots on Balcony Ledges

Despite repeated reminders, many residents continue to place flower pots on balcony ledges. This practice is extremely dangerous. Pots can fall at any time due to wind, rain, or accidental movement, putting the lives of residents, especially those on the ground floor and those walking below, at serious risk.

Let it be clearly understood: placing flower pots on balcony ledges is strictly prohibited. Any such violation is a serious safety hazard and will not be tolerated.

Warning

Both of these issues—throwing waste into lawns and keeping flower pots on ledges—are violations of community safety and discipline. Any future violation will attract strict action as per the government bylaws.

We urge all residents to act responsibly and respect the shared values of safe and harmonious living. These rules are not optional—they are necessary for the safety, dignity, and well-being of everyone.

Dear Apartment Owners,

This is in reference to the Notice dated 14 March 2026 regarding the First General Body Meeting (GBM) for the formation of the Apartment Owners’ Association (AOA) scheduled on Saturday, 4 April 2026 at 11:00 AM at the Club House, Purvanchal Royal City.

Following the circulation of the notice, a few residents have sought clarification regarding the eligibility and verification of participants attending the meeting. To maintain transparency and ensure that the meeting is conducted in a proper and organised manner, the following guidelines will be observed during the meeting:

Eligibility to Attend

Participation in the General Body Meeting shall be limited to the registered apartment owners/allottees of Purvanchal Royal City.

Verification at Entry

A registration and verification desk will be arranged at the venue. All participants will be required to verify their identity before entering the meeting hall.

Identity Verification

Apartment owners may be asked to provide valid photo identification (e.g., Aadhaar Card, PAN Card, driving license). The Estate Office may also verify ownership details through available records, such as allotment or possession documents.

Attendance Record

After verification, the eligible participant must sign the attendance register, including their name, apartment/shop number, and contact details. This record will form part of the official documentation of the meeting.

Single Representation per Apartment / Unit

Each apartment or shop unit shall have only one representative for participation and voting in the meeting.

Apartments with Multiple Allottees

In cases where an apartment has more than one allottee, the first/primary allottee mentioned in the ownership documents will ordinarily represent the unit in the meeting.

Authorisation to Other Co-Allottees

If the first allottee is unable to attend the meeting, he or she may authorise another co-allottee of the same apartment in writing to attend and represent the unit. The authorised person should carry a signed authorisation letter along with identification documents for verification.

These arrangements are being made solely to ensure that the meeting is conducted in a fair, transparent, and orderly manner with the participation of genuine apartment owners.

All apartment owners are once again requested to attend and participate in the meeting so that the process of forming the Apartment Owners’ Association can move forward smoothly and in accordance with applicable legal provisions.

CIRCULAR NO 822 – Annual Refilling and Servicing of Fire Extinguishers [18 Mar 2026]

CIRCULAR NO 822 – Annual Refilling and Servicing of Fire Extinguishers

Dear Residents,

This is to inform all residents that, as part of the society's routine fire safety maintenance and preventive measures, the fire extinguishers installed in the common areas of all residential towers and other designated locations are being sent for annual refilling, inspection, and servicing. This maintenance activity is conducted annually to ensure that all fire safety equipment remains in proper working condition and is fully functional in the event of an emergency.

Regular inspection and refilling of fire extinguishers is an essential part of fire safety compliance and helps ensure that the extinguishers maintain the required pressure levels and extinguishing capacity. Timely servicing also allows the technical team to inspect the cylinders, valves, hoses, and pressure gauges to confirm that the equipment meets the required safety standards.

The refilling and servicing process will commence from Sunday, 22 March 2026 and will be carried out in a planned and phased manner to ensure that adequate fire safety arrangements remain available at all times within the premises.

The activity will be undertaken tower-wise, starting from Tower 1, and will continue in the following sequence: Tower 1, 2, 3, 4, 5, 6, 7, 8, 9, 10, 11, 12, 12A, 14, 15, 16, 17, and 18.

In the first phase, half of the CO₂-type fire extinguishers and half of the ABC-type fire extinguishers installed in each tower will be sent for refilling and servicing. The remaining extinguishers will continue to be available within the tower so that emergency response capability is not affected.

After completion of the first phase and reinstallation of the serviced cylinders, the remaining CO₂ and ABC type extinguishers, along with Mechanical Foam (M/Foam) type fire extinguishers, will be sent for refilling and servicing in the subsequent phase.

During the course of this maintenance activity, some fire extinguishers may be temporarily removed from their designated locations. However, the maintenance and safety teams will ensure that the work is carried out in an organised manner and that all equipment is reinstalled promptly after completion of the servicing process.

NOTICE – FIRST GENERAL BODY MEETING (GBM) FOR FORMATION OF APARTMENT OWNERS’ ASSOCIATION (AOA) 

Dear Apartment Owners,

This notice is issued to all apartment owners of Purvanchal Royal City, GH-05, Sector Chi-V, Greater Noida, UP-201310, in continuation of earlier communications regarding the formation of the Apartment Owners’ Association (AOA).

Over the past few months, several meetings and discussions were held with residents regarding the formation of the Apartment Owners’ Association. However, those meetings did not lead to a conclusive outcome. During these interactions, some residents also suggested that a formal General Body Meeting (GBM) should be convened so that all apartment owners can participate and take collective decisions. Accordingly, the First General Body Meeting of the apartment owners is hereby convened.

The objective of this meeting is to proceed in a lawful, transparent, and structured manner toward the formation of the Apartment Owners’ Association. The meeting shall function as the General Body Meeting required for the adoption of the State-prescribed Model Bye-Laws, passing of necessary resolutions, and initiating the election process for the first Board of Management of the Association.

PLEASE NOTE:

Formation of a registered Apartment Owners’ Association is an important statutory requirement for establishing structured governance and collective decision-making for the management and control of the residential complex.

Meeting Details

Date: Saturday, 4 April 2026, Time: 11:00 AM

Venue: First Floor, Club House, Purvanchal Royal City, CHI-V, Greater Noida

Agenda of the Meeting

  1. Overview of statutory provisions relating to the formation of an Apartment Owners’ Association.
  2. Presentation and adoption of the State-prescribed Model Bye-Laws of Apartment Owners’ Association.
  3. Passing of a resolution for the formation of the Apartment Owners’ Association of Purvanchal Royal City.
  4. Formation of an Ad-hoc Committee to facilitate the process.
  5. Opening of nominations and explanation of the election procedure for the Board of Management.
  6. Discussion, suggestions, and queries from apartment owners.

Quorum Requirement

The residential complex presently comprises 2,660 apartments/shops. As per the applicable provisions, the quorum required for conducting the AGM shall be one-third of the total allottees, which is 900 members.

However, in the interest of transparency, collective participation, and smooth formation of the Apartment Owners’ Association, all allottees are requested to attend and participate in the meeting, even though the statutory quorum requirement is one-third of the total allottees.

If the required quorum is present at the scheduled date and time, the meeting shall proceed, and the agenda items shall be taken up for discussion and decision. If the quorum is not achieved within 30 minutes, the meeting shall stand adjourned, and a fresh notice shall be issued for the next meeting. In case the quorum is not achieved again in the second meeting, a third and final meeting may be convened where the members present shall constitute the quorum and the meeting shall proceed with the agenda relating to the formation of the Apartment Owners’ Association, adoption of bye-laws, and initiation of the election process.

All resolutions and decisions taken in such meetings shall be duly recorded and shall be considered valid and binding on all apartment owners, subject to applicable legal provisions.

The proceedings of the meeting may be documented and video recorded for official records and for submission before the competent authority, if required. After completion of the meeting and all the subsequent election process, the necessary documents, including the Memorandum of Association (MOA), adopted Bye-Laws, list of apartment owners, resolutions passed, and election results, shall be compiled and submitted to the competent Registrar for registration of the Apartment Owners’ Association under the applicable provisions of law.

Therefore, all apartment owners are requested to attend and participate to ensure the timely formation of a legally compliant and representative Apartment Owners’ Association for effective governance of the residential community.

Dear Residents,

The PRC Estate Administration is pleased to inform you that the auspicious festival of Chaitra Navratri will be observed at Club Royale, Purvanchal Royal City, from Thursday, 19 March 2026 to Friday, 27 March 2026.

These nine sacred days are devoted to prayer, devotion, and spiritual reflection. All residents are cordially invited to participate and contribute towards maintaining a peaceful, disciplined, and harmonious environment throughout the celebrations.

A dedicated hall within the clubhouse has been arranged for daily Pooja and Aarti during the festival period. The morning Puja and Aarti will be held from 10:00 AM to 11:00 AM, and the afternoon and evening Bhajan and Aarti will be held from 3:00 PM to 6:00 PM. Volunteers will oversee the arrangements for Bhajan, Kirtan, Aarti, and Prasad to ensure all rituals are performed in an orderly manner. An Akhand Jyoti will remain lit throughout the festival. Adequate lighting and security arrangements will be in place to ensure safety and the smooth conduct of all activities.

Residents who wish to offer Prasad on a specific day are requested to inform their respective Tower Representatives by 15th March 2026 to facilitate proper coordination.

Gangaur Puja will be celebrated on 21 March 2026 in the morning with the support and participation of the residents. All residents are encouraged to follow the suggested colour theme for each day so that the celebrations reflect a vibrant and collective festive spirit within the community.

Navami will be on 27 March 2026 at 9 AM, followed by Havan and Aaarti. The decoration and adornment of Maa will be jointly coordinated by the Cultural Committee and the representatives of the towers assigned for each respective day, as per the above schedule. On their allotted date, the concerned Tower Representatives shall organise decoration arrangements in line with the approved colour theme. All preparations must be completed in a timely and disciplined manner, ensuring cleanliness, decorum, and proper use of clubhouse facilities.

CIRCULAR NO. 819 – HOLI CELEBRATION & SAFETY GUIDELINES

Dear Residents,

Rang Wali Holi will be celebrated on Wednesday, 4th March 2026, from 9:00 AM onwards at the designated parking area between Tower 11 and Gate No. 2. A DJ arrangement will be available from 9:00 AM to 2:00 PM only. A water sprinkler system will be set up within the designated area for residents to enjoy the festivities in an organised manner.

Residents are strictly advised not to play with colours in tower lobbies, corridors, staircases, lifts, clubhouse premises, basements, or any other common spaces.

Important Instructions:

  1. The Holi celebration shall be confined strictly to the designated area near Gate No. 2.
  2. Gate No. 2 and Gate No. 3 will remain closed from 9:00 AM to 3:00 PM on 4th March 2026. All entries and exits will take place through Gate No. 1 only.
  3. Guest entry will be permitted only after intercom approval. Guests must be received at the gate by the concerned resident.
  4. Visitor vehicles without valid society stickers will not be allowed entry on 4th March 2026.
  5. No workers or private work will be permitted on 3rd and 4th March 2026.

Residents are requested to immediately inform Main Gate Security of any unidentified or suspicious person within the premises.

Clubhouse & Games Amenities:

The Clubhouse will remain closed on 4th and 5th March 2026 and will reopen on 6th March 2026 at 9:00 AM. On 3rd March 2026, the Clubhouse will close at 3:00 PM. Sports courts and indoor amenities will remain closed from 3:00 PM on 3rd March to 4th March 2026 and will reopen on 5th March 2026.

We request all residents to celebrate responsibly and extend full cooperation to ensure a safe and peaceful Holi for everyone.

Dear Residents,

Wishing you and your family a very Happy and Safe Holi.

Holi is a festival of joy and togetherness. We request all residents to celebrate responsibly, use safe and eco-friendly colours, and maintain cleanliness in common areas so that everyone can enjoy the occasion peacefully.

However, it has come to our notice through complaints received from residents that some children have been throwing water balloons from upper floors onto the road and garden areas. This is extremely unsafe and can seriously injure residents, senior citizens, staff members, visitors, or anyone passing below. It may also result in accidents and damage to property.

All parents are strongly advised to counsel and closely supervise their children. Throwing water balloons or any objects from balconies or windows is strictly prohibited. Such actions pose a serious safety risk and will attract strict action as per the rules.

We seek your full cooperation in ensuring that Holi is celebrated safely and respectfully for everyone.

Circular No. 815 – Revised Invitation & Guidelines for Holi Celebration 2026

Dear Residents,

We hope you and your family are doing well. The PRC Estate Administration, along with the PRC Cultural Committee, warmly invites all residents to join the Holi celebrations within our complex. Let us come together to celebrate this festival with joy, harmony, and a strong sense of community.

The celebrations will commence with Holika Dahan on Monday, 2nd March 2026, at 8:30 PM near Gate No. 2. This sacred ritual signifies the triumph of good over evil and marks the beginning of the festivities.

On Wednesday, 4th March 2026, we will celebrate Rang Wali Holi from 9:00 AM onwards at the designated parking area between Tower 11 and Gate No. 2. A DJ will be arranged from 9:00 AM to 2:00 PM, along with food stalls and a controlled water sprinkler setup for residents to enjoy in a safe environment.

To ensure the celebrations remain safe and well-organised, the following guidelines will be strictly observed:

  1. Holi will be celebrated only in the designated area near Gate No. 2.
  2. The use of colours is strictly prohibited inside residential towers, staircases, lifts, clubhouse premises, swimming pool area, basements, and fountain areas.
  3. On 4th March 2026, Gate No. 2 and Gate No. 3 will remain closed from 9:00 AM to 3:00 PM. Entry and exit will be permitted only through Gate No. 1.
  4. Guest entry will not be allowed without prior intercom approval, and guests must be received at the gate by the respective resident.
  5. Workers, including carpenters, interior staff, car cleaners, dhobis, and other support staff, will not be permitted on 3rdand 4th March 2026. No private work shall be carried out on these days.
  6. Visitor vehicles without valid society stickers will not be allowed entry on 4th March 2026.

Residents are requested to immediately report any unidentified or suspicious person to the main gate security.

Residents are kindly requested to take note that the Estate Office and Clubhouse will remain closed on 4th and 5th March 2026 and will resume normal operations on 6th March 2026 at 9:00 AM IST. Further, on 3rd March 2026, the Clubhouse will close early from 3:00 PM onwards in preparation for the festivities. During this interval, residents may continue to raise any concerns through the ISociety App. Your understanding is appreciated, as response times may be slightly extended owing to limited staffing during the holiday period.

We request everyone to celebrate responsibly and cooperate with the management team to ensure a peaceful and enjoyable Holi for all.

The PRC Cultural Committee warmly invites all residents of Purvanchal Royal City, along with their family members, to join us for a Community Iftar Gathering at the Club House on Saturday, 7th March 2026.

Ramadan is a time of reflection, gratitude, patience, and togetherness. It offers us an opportunity not only to observe our individual prayers and fasts, but also to strengthen bonds within our community. With this spirit in mind, the Cultural Committee has arranged a simple and dignified Iftar evening where residents can come together to break their fast in a peaceful and respectful environment.

The Iftar arrangements will be made in the Club Kitchen under careful supervision to ensure proper hygiene, cleanliness, and quality of food. Responsible residents and volunteers will oversee the preparation and serving process so that the event remains well-organised and comfortable for everyone attending.

Dinner will be served from 6:30 PM to 7:30 PM. The menu will include both vegetarian and non-vegetarian options, keeping in mind the preferences of our diverse community. Adequate seating and service arrangements will be in place to ensure a smooth and orderly gathering.

We encourage residents to arrive on time so that the breaking of the fast can take place collectively. Your presence will add warmth and meaning to the evening.
