Circular No. 856: Important Reminder – Recharge Your DG Meter Timely to Avoid Disruption
Dear Residents,
This is a courteous reminder regarding the recharge process for your DG (Diesel Generator) meter, as outlined in previous Circulars. To ensure an uninterrupted power supply, it is essential to maintain a sufficient balance in your DG meter, especially during power outages.
You can recharge your DG meter either through the Estate Office or via the iSociety App.
To check your DG balance, open the iSociety App, go to the ‘Energy’ tab, and tap the exclamation mark (!) on the right-hand side. A pop-up will appear displaying your DG meter balance, usage details, and other relevant information.
To recharge your DG meter using the iSociety App, return to the main menu and select ‘Accounts’. Scroll down and tap on ‘Pay’. Under ‘Bill Type’, choose ‘Electricity’, then enter the desired recharge amount (for example, ₹1500). Tap on ‘Make Payment,’ and a new page will open. Please review all the details carefully. Once verified, click ‘Proceed to Pay’, select your preferred payment method, and confirm the transaction. Upon successful completion, your DG meter will be recharged automatically.

CIRCULAR No 855: Mandatory Registration and Issuance of Domestic Help Pass for Every Apartment
Dear Residents,
It has come to the notice of the Estate Administration that certain domestic helpers (maids) who have been issued entry passes for specific apartments are also working in other apartments without obtaining the required authorisation and registration for those additional flats.
For example, a domestic helper may have a valid pass for Tower 1 – Flat XYZ and Tower 2 – Flat XYZ, but is also providing services in Tower 8 or any other apartment without being registered for that flat. Such practice is strictly prohibited.
Residents are hereby informed that every domestic helper must be registered separately for each apartment where they are engaged. A domestic help pass is valid only for the apartment(s) specifically mentioned in the registration records. Working in any apartment not included in the approved pass is not permitted.
Accordingly:
- Residents are requested to ensure that every domestic helper engaged by them is duly registered for their respective apartment.
- If a domestic helper has begun working in an additional apartment, the concerned resident must immediately approach the Estate Office to complete the necessary registration and update the helper's pass.
- Domestic helpers found working in any apartment without valid authorisation for that particular flat may be denied entry, and appropriate action may be taken in accordance with the society's security and administrative regulations.
No new domestic helper shall be allowed to work in any apartment within the complex without first obtaining a valid registered pass. Residents engaging a new domestic helper must complete the registration formalities at the Estate Office and obtain the pass before the helper commences work. Entry will not be granted to any new domestic helper found without proper registration.
Residents who have engaged a domestic helper but have not yet obtained or updated the helper's pass for their apartment are requested to complete the registration process at the Estate Office on or before 12 July 2026.
After 12 July 2026, any domestic helper found working in or seeking entry to an apartment for which they do not have a valid registered pass shall not be permitted entry into Purvanchal Royal City (PRC) for that apartment until the necessary registration formalities are completed.
This system has been implemented to ensure the safety, security, and proper record management of all residents and service staff within the Purvanchal Royal City. We solicit your cooperation in complying with this requirement to maintain a safe and secure living environment for all.

Circular No. 854 – Reminder for Payment of Outstanding Maintenance Charges
Dear Residents,
Greetings from Purvanchal Royal City.
The Estate Administration wishes to remind all residents that timely payment of maintenance charges is essential for the smooth operation, maintenance, and upkeep of the society.
It has been observed that maintenance charges for several apartments remain outstanding. Delayed payments adversely affect the day-to-day operations of the society and place an unnecessary financial burden on the maintenance of common services.
All residents having outstanding maintenance dues for one or more quarters are requested to clear their pending dues on or before 10th July 2026.
Residents are requested to treat this matter as most urgent.

CIRCULAR NO. 853 – PARK YOUR VEHICLE ONLY IN YOUR ALLOTTED PARKING SPACE
Dear Residents,
We trust you and your family are doing well.
The Estate Administration has recently observed an increase in instances where vehicles are being parked in parking spaces allotted to other residents. Such unauthorised parking causes unnecessary inconvenience, delays, and disputes, as residents are often unable to access their own designated parking spaces.
Residents are therefore requested to ensure that all two-wheelers and four-wheelers are parked only in the parking space officially allotted to their apartment. No vehicle should be parked in another resident's parking slot, vacant parking space, visitor parking (unless authorised), driveways, or any other common area.
Please note that claiming a parking space is temporarily vacant does not authorise anyone to use it. Every allotted parking space is reserved exclusively for its respective owner or occupant.
To ensure compliance and maintain parking discipline within the township, the Estate Administration will take appropriate action against vehicles found parked in unauthorised locations. Such action may include:
Placement of a tyre lock on the vehicle by the security staff.
A penalty of ₹500 per day for removal of the tyre lock.
Any additional action considered necessary in the interest of maintaining order and safety within the premises.
Residents are also requested to inform their family members, guests, chauffeurs, visitors, and domestic staff about these parking regulations to avoid inconvenience.

Subject: Response to Concerns Raised Regarding the Formation Process of the Apartment Owners’ Association (AOA)
Dear residents,
This is in reference to your letter dated 23rd May 2026, which was delivered to us on Friday, 3rd July 2026, via courier, regarding the concerns and observations circulated on the process for forming the Apartment Owners' Association (AOA) at Purvanchal Royal City.
At the outset, we appreciate the participation, suggestions, feedback, and concerns expressed by various apartment owners. The objective of the Estate Office and the Management has always been to facilitate the formation of the Apartment Owners’ Association in a transparent, participatory, and legally compliant manner, while ensuring equal opportunity for participation by all apartment owners.
With regard to the issues raised, the following clarifications are placed on record:
1. Regarding Allegation of Delay in Formation of AOA
The allegation regarding the delay in forming the Apartment Owners’ Association is incorrect hence denied.
It is respectfully clarified that Purvanchal Projects Pvt. Ltd. has repeatedly communicated its willingness and commitment towards facilitating the formation of the Apartment Owners’ Association and has never opposed, restricted, or discouraged the formation process at any point in time. The delay in the formation of the AOA is on the part of the residents, not the Developer.
As early as July 2024, through communication dated 03 July 2024, residents were specifically informed that the developer had no reservation whatsoever regarding the formation of the AOA and had categorically communicated that if residents wished to proceed immediately, the company was willing to facilitate the process and provide necessary support.
Thereafter, through detailed communication dated 26 November 2025, residents were again formally informed to initiate the process for the formation and registration of the Apartment Owners’ Association.
Further, based on the suggestions received from the residents, a General Body Meeting (GBM) was also convened. Through the said communication, residents were requested to participate in General Body Meetings for discussion and finalisation of the formation process and were informed that the developer would extend complete support throughout the process.
The company also communicated that, even after registration of the AOA, complete cooperation would be extended for a smooth transition, inventory handover, IFMS, asset transfer, documentation, operational assistance, and other transitional activities necessary for the proper functioning of the newly constituted body.
Accordingly, it would not be appropriate to suggest that formation of the Apartment Owners’ Association has been delayed due to unwillingness, reservations, or inaction on the part of the developer. On the contrary, multiple written communications issued over time clearly demonstrate consistent willingness, continuous facilitation efforts, and repeated requests made to residents for participation in the process.
Further, issues relating to defect liability periods, maintenance responsibilities, contractual obligations, asset liabilities, or post-handover responsibilities are separate matters which governed by applicable agreements, statutory provisions, and contractual arrangements and should not be construed as indicating any deliberate delay in the formation of the Apartment Owners’ Association.
2. Regarding Agenda Item Relating to Formation of AOA and Adoption of Model Bye-Laws
The agenda circulated was prepared following detailed consultations with residents and was to facilitate the procedural requirements for discussions and to facilitate the procedural formalities required for the formation of the Apartment Owners’ Association.
The inclusion of agenda items relating to the adoption of Model Bye-Laws, resolutions, formation process, and subsequent elections was intended only to facilitate collective discussions and decision-making by apartment owners during the meeting process.
The final decisions regarding such matters remain subject to deliberations, voting, approval of apartment owners, and applicable legal provisions.
3. Regarding the Conduct of the Meeting Held on 3 May 2026
It is regretted if any apartment owner experienced inconvenience during the meeting process.
The Estate Office had made arrangements for conducting the meeting in an orderly manner however, due to crowd management concerns, operational constraints, and circumstances prevailing at the venue, certain practical challenges arose.
The meeting dated 3 May 2026 was ultimately adjourned primarily due to non-fulfilment of the required quorum. As already communicated earlier, against the required quorum, the attendance recorded was substantially below the prescribed threshold. than the prescribed threshold.
Suggestions regarding registration arrangements, entry management, venue operations, and administrative arrangements have been noted, and efforts shall continue to improve arrangements in subsequent meetings.
The proceedings, records, attendance documents, and relevant material pertaining to the earlier meeting are being maintained for official purposes and shall form part of the overall process documentation as required.
4. Queries Relating to Quorum, Model Bye-Laws and Legal Interpretation
As already clarified in earlier communications, observations circulated by the Estate Office regarding procedural aspects, quorum requirements, Model Bye-Laws, or related provisions were shared purely for facilitation purposes and based on the Estate office limited understanding of applicable provisions.
The Estate Office does not claim to be the final authority regarding legal interpretation, and apartment owners are encouraged to independently verify the applicable provisions from competent authorities and/or seek independent legal advice wherever considered necessary to proceed further.
The role of the Estate Office remains limited to facilitating the process, extending logistical support, maintaining records, assisting in the conduct of meetings, and supporting apartment owners in the completion of the Apartment Owners’ Association formation process. Rest, it is up to the respected residents to decide how they want to proceed with the formation of an AOA in a proper legal manner. That is why, with Bonafide intention have advised residents to take proper legal opinion or consultation with the competent authority in this regard. We, as developers of the complex, are committed to providing full support to the residents to complete this process, and we are doing the same. Therefore, all your allegations are baseless, and we denied the same.
REGARDING REPRESENTATIONS RECEIVED FROM OTHER APARTMENT OWNERS
It is also considered appropriate to place on record that, during the course of the Apartment Owners' Association (AOA) formation process, the Company has received one more representation from different groups of apartment owners expressing varying views on the issues relating to the formation of the AOA.
In particular, the Company has received a representation submitted on behalf of a large number of apartment owners, duly supported by the signatures of approximately 300 apartment owners, wherein it has been stated that certain communications and representations circulated by another group of residents do not reflect the views of the larger resident community and, according to the signatories, contain incomplete or misleading information regarding the AOA formation process is being circulated.
The said representation further requests the Company to take into consideration the views of the wider resident community while dealing with matters relating to the formation of the Apartment Owners' Association.
The Developer has taken note of all such representations received from various apartment owners. However, it is neither appropriate nor within the scope of the Developer and Estate Office's role to adjudicate upon or determine which group represents the majority view of the apartment owners. Such competing claims are matters for the apartment owners themselves to resolve through the democratic and statutory process prescribed under the applicable law.
The Developer role remains strictly neutral and confined to facilitating the formation and registration of the Apartment Owners' Association in accordance with the applicable statutory provisions.
Accordingly, all apartment owners are requested to participate positively in the upcoming General Meeting and contribute towards establishing a legally compliant, representative, and functional Apartment Owners’ Association for the benefit of the entire community.

CIRCULAR NO. 852 IMPORTANT FIRE SAFETY, HOUSEKEEPING AND BALCONY SAFETY ADVISORY
Dear Residents,
The safety, cleanliness, and well-being of all residents are of utmost importance. It has been observed that certain unsafe practices continue within society, posing serious risks to life, property, and community living.
1. Fire Safety in Balconies
Residents are requested not to store any combustible or flammable materials, such as cartons, paper, cloth, packaging materials, dry waste, old furniture, or similar items, on balconies.
Even a small ignition source, such as a cigarette butt, an electrical spark, or another accidental heat source, can lead to a serious fire. All residents are requested to keep their balconies clean, clutter-free, and free from fire hazards.
2. Throwing Cigarette Butts and Burning Materials
Throwing cigarette butts, matchsticks, ash, or any burning material from balconies, windows, or upper floors is strictly prohibited. Such actions can cause fire accidents and endanger lives and property.
3. Throwing Garbage and Food Items
Residents are strictly prohibited from throwing garbage, food items, liquids, or any waste material into lawns, balconies, or common areas.
Such behaviour creates unhygienic conditions, attracts pests and stray animals, and causes inconvenience to fellow residents.
4. Flower Pots on Balcony Ledges
Placing flower pots or any other objects on balcony ledges is strictly prohibited. These items may fall due to wind or accidental movement and can cause serious injury, loss of life, or damage to property.
All residents are requested to ensure that flower pots and other items are placed safely inside their balconies and away from the edges.

Dear Residents,
With temperatures soaring across the region, most homes now have their air conditioners running almost non-stop. That's exactly when small problems quietly turn into big ones. A compressor that overheats, a wire that's been carrying more load than it should, a filter no one has cleaned in months — on their own, each is minor. Together, under sustained heat, they're how short circuits and fires start.
The reassuring part: almost all of this is preventable with a few simple habits.
Why This Happens
When an AC runs for hours without a break, three things stack up at once:
- Heat builds up faster than the unit can release it
- Electrical components draw current for far longer than they're built for
- Existing weak points — old wiring, loose connections, dirty coils — get pushed past their limit

Six Habits That Keep Your AC — and Your Home — Safe

Circular No 849: Removal of Scrap and Unused Materials from Basement Parking Areas
Dear Residents,
It has been observed that scrap materials, discarded household items, cartons, wooden articles, old furniture, and other unused belongings are being stored in various basement parking areas.
Such storage creates fire and safety hazards, obstructs housekeeping and maintenance activities, and may lead to untoward incidents affecting life and property. The basement parking area is intended exclusively for vehicle parking and movement and should not be used for storage.
The Security Team is currently preparing a list of such materials found in the basement. However, in many cases, it is difficult to identify the concerned owner of the stored items. Therefore, all residents are requested to inspect their parking areas and remove any scrap, unused, or unauthorised materials kept therein on or before 30.06.2026.
Please note that any such material found in the basement parking area after 30.06.2026 shall be removed by the Estate Management without any further notice. The cost incurred towards removal, transportation, and disposal of such materials shall be borne and recovered from the concerned owner/resident.
Your cooperation is requested to maintain a safe, clean, and fire-hazard-free environment within the premises.

Circular No 848: No FINAL REMINDER AND LAST WARNING: Prohibition of Commercial Activities
Dear Residents,
This is with reference to Circular No. 738 dated 06 August 2025 regarding the prohibition of commercial activities within residential premises at Purvanchal Royal City.
The Estate Administration has repeatedly received complaints from residents regarding the operation of various commercial establishments from residential flats. Despite earlier advisories, general circulars, and warnings, it has been observed that certain owners, tenants, and occupants continue to conduct commercial activities from residential premises.
Residents are hereby informed that the Estate Administration has, from time to time, issued circulars and communications to all residents regarding the prohibition of commercial activities within residential flats. Further, wherever specific violations came to the notice of the Estate Office, individual notices and warnings were also served upon the concerned owners, occupants, tenants, and establishments.
Recent incidents in Uttar Pradesh, including the tragic fire incident at an unauthorised coaching establishment in Lucknow resulting in loss of human lives and subsequent enforcement action by the authorities, have highlighted the grave risks associated with unauthorised commercial activities operating from buildings not approved for such use. Following these incidents, authorities across the State have initiated strict inspections and enforcement drives against unauthorised commercial establishments, particularly coaching centres, schools, and businesses operating from premises approved exclusively for residential use.
The safety and security of all residents remain the highest priority of the Estate Administration. Any unauthorised commercial activity within residential flats significantly increases the risk of fire, electrical overload, overcrowding, obstruction of emergency response, and other serious safety hazards.
Any kind of commercial activity is strictly prohibited under all circumstances.
SAFETY AND REGULATORY CONCERNS
Such activities may result in:
- Fire and safety hazards, and overloading of building infrastructure and utility systems
- Security risks due to excessive visitor movement, noise, nuisance, hygiene and sanitation concerns
- Misuse of residential utility connections, and violations of applicable laws, regulations and safety norms
Residents are further advised that domestic electricity and PNG connections are sanctioned solely for residential use. Any commercial utilisation may attract penalties and action from the concerned utility providers and regulatory authorities.
FINAL COMPLIANCE NOTICE
All owners, tenants and occupants presently carrying out any commercial activity from residential premises are hereby directed to immediately cease and discontinue such activities and restore the premises to exclusive residential use within seven (7) Days from the date of issuance of this Circular.
This Circular shall be treated as the Final Warning and Last Opportunity for Compliance.
Upon expiry of the above compliance period, the Estate Administration shall be constrained to initiate appropriate action without any further notice.
Residents are specifically advised that neither the Builder nor the Estate Administration shall bear any responsibility or liability arising from unauthorised commercial activities conducted within residential premises.
This Circular shall be deemed sufficient notice to all residents, owners, tenants and occupants of Purvanchal Royal City, and no separate or further notice shall be required prior to initiation of enforcement action.

Circular No 847 – Reminder: Comprehensive Fire Safety Guidelines for Balconies and Kitchen Areas
Dear Residents,
Greetings from PRC Estate Administration.
Fire safety remains one of the most critical aspects of community living and requires the active participation and cooperation of every resident. With reference to our earlier advisory on fire prevention and safety measures, we wish to once again remind all residents about essential precautions that must be observed in balcony and kitchen areas to minimise fire risks and ensure the safety of all occupants within the society.
Recent inspections and observations have highlighted the need for continued awareness and strict compliance with established fire safety practices. Even a minor lapse can result in incidents that may endanger lives, property, and the overall safety of the community.
Residents are therefore requested to adhere to the following guidelines carefully:
1. Storage of Combustible Materials and Use of Balconies
Residents are advised not to use balconies for storing any flammable or combustible materials such as cardboard cartons, newspapers, paper waste, plastic items, cloth, wooden furniture, packaging materials, dry waste, or other similar articles, as these can easily catch fire when exposed to heat, sparks, or other ignition sources and may contribute to the rapid spread of fire. Balconies are intended for ventilation, emergency accessibility, and evacuation support, and the accumulation of unused household items, discarded materials, storage racks, or miscellaneous articles increases the fire load and may obstruct emergency response efforts. Residents are therefore requested to keep balconies clean, accessible, and free from unnecessary storage at all times.
2. Strictly Prohibited: Throwing Burning or Smouldering Materials
Residents are strictly prohibited from throwing cigarette butts, matchsticks, incense residue, charcoal, ash, or any burning or smouldering material from balconies, windows, or common areas. Such actions present a serious fire hazard and may result in damage to property or injury to residents. Any instance of such negligence may be treated as a serious violation of community safety norms.
3. Regular Servicing and Cleaning of Kitchen Chimneys
Kitchen chimneys should be serviced and cleaned periodically by qualified technicians. Oil, grease, and dust deposits that accumulate inside filters and ducts are highly combustible and are among the common causes of kitchen fires. Timely maintenance significantly reduces this risk and improves operational efficiency.
4. Never Leave Cooking or Open Flames Unattended
Residents must exercise utmost caution while using gas stoves, candles, diyas, oil lamps, incense sticks, or any other source of open flame. Cooking should never be left unattended, particularly while frying or heating oil. Ensure that gas burners are switched off properly after use and verify that LPG connections and appliances remain in safe operating condition.
Awareness Visits by Security Personnel
To ensure that these important safety guidelines reach every household, security personnel and designated staff members may visit residential units to personally communicate and reiterate the above precautions. Residents are requested to extend their cooperation during these visits and support the awareness initiative.
The above measures are essential for ensuring the safety of residents and property within the society. Fire safety is a shared responsibility, and all residents are requested to strictly follow these guidelines to help maintain a safe and secure living environment.

Circular No. 840: Status Update Regarding the Constitution of the Domestic Help Committee
Dear Residents,
Greetings from PRC Estate Administration.
With reference to Circular No. 839 regarding the constitution of a new Domestic Help Committee and the invitation for nomination of resident representatives from each tower, the Estate Office wishes to inform all residents that, despite the opportunity provided for participation and nomination, not a single nomination form or supporting signature sheet has been received from any tower within the stipulated period.
In view of the absence of nominations from any tower, the Estate Administration is presently unable to proceed with the formation of the Domestic Help Committee as envisaged under Circular No. 839.
The Estate Administration would like to place on record that resident participation is an essential component of any representative committee structure. While the Administration remains committed to maintaining security, discipline, and efficient management systems within the estate, meaningful community representation can only be achieved through active involvement and support from residents themselves.
Residents who believe that such a committee remains necessary for the welfare and effective functioning of the community may discuss the matter within their respective towers and communicate their views to the Estate Office. Subject to adequate interest and participation, the Administration may consider reopening the nomination process at a future date.

Dear Sir/Madam,
We hope this letter finds you in good health and high spirits.
We sincerely appreciate your continued cooperation and support in maintaining the standards and smooth functioning of Purvanchal Royal City.
We wish to inform you that the Greater Noida Industrial Development Authority has raised the Advance Water Charges Demand for the period 01 April 2026 to 31 March 2027 in respect of Purvanchal Royal City. To ensure timely compliance and avoid any penalties or interest with the Authority, the Company has already deposited the requisite water charges on behalf of the complex's residents.
Accordingly, the proportionate water charges payable by individual flat owners and shop owners have been calculated on a category-wise basis. The detailed category-wise schedule of charges is enclosed as Annexure-I for your reference.
You are requested to deposit the applicable water charges on or before 28.06.2026, as per the details provided in Annexure-I. Your timely payment will enable the smooth recovery of the amount already deposited by the Company and ensure continued compliance with the Greater Noida Authority's requirements.
In the event of non-payment by the due date, interest at the rate of 10% per annum shall be levied on the outstanding amount for the first 30 days of delay. Thereafter, in addition to the aforesaid interest, appropriate action and/or penalties as may be applicable shall be initiated against the defaulters.
In the event that any cheque submitted by the Flat Owner(s) is dishonoured for any reason, a charge of Rs. 300/- shall be levied towards bank charges and administrative expenses. The Flat Owner(s) shall be required to replace the dishonoured cheque and clear the outstanding dues within 10 (ten) days from the date of intimation. Failure to do so shall attract applicable interest and penalty charges on the outstanding amount from the expiry of the said 10-day period until full payment is received.

The safety, health, and well-being of our residents remain our highest priority. In order to strengthen emergency preparedness within our community, we are pleased to inform you that a First Aid & CPR Training Session has been organised at Purvanchal Royal City on the upcoming Saturday.
The training has primarily been arranged for our residents, Security Guards, and Estate Office Staff so that they are equipped with essential life-saving skills and can provide immediate assistance during medical emergencies until professional medical help arrives. The objective of this initiative is to create a well-informed and prepared community capable of responding effectively during critical situations.
This training program is being organised in association with MPL Medicare and will be conducted by the renowned emergency care expert and professional trainer, Dr. (Major) Hersha Vij (Retd.), who has extensive experience in emergency medical response and first aid training.
The training will include:
• Hands-on CPR (Cardiopulmonary Resuscitation) training
• Practical demonstration and practice on mannequins
• First aid for burns, cuts, bites, and electric shock
• Response techniques for heart attack and stroke emergencies
• Handling cases of dizziness, fainting, and seizures
• Immediate actions to be taken before professional medical assistance arrives
Medical emergencies such as cardiac arrest, stroke, burns, falls, electric shock, and other accidents can occur at any time and often require immediate intervention. Timely and appropriate action during the first few minutes can significantly improve outcomes and, in many cases, save lives.
We encourage all residents to actively participate in this valuable training session and acquire practical skills that may help protect their family members, neighbours, visitors, and fellow residents during emergencies.
