CIRCULAR NO 798  Final Warning Regarding Encroachment and Unauthorised Balcony Covering
Dear Residents,
This serves as a final warning to all residents regarding ongoing cases of encroachment and unauthorised balcony covering observed within the society. Despite previous reminders, several flats continue to remain non-compliant.
As per the Greater Noida Industrial Development Authority (GNIDA) Building Regulations and Government Bylaws, both encroachment and balcony covering are strictly prohibited and constitute a violation of approved building plans.
Encroachment refers to any extension or modification beyond the allotted flat boundary into common areas, corridors, service ducts, or external spaces, or any alteration affecting the external elevation. These actions disrupt the uniformity of the layout, infringe on shared spaces, and breach GNIDA norms.
Similarly, covering balconies—whether with glass, metal, grills, or any temporary or permanent structure—is not permitted under GNIDA Bylaws. Balconies are designed to remain open for ventilation, natural light, and emergency access. Such coverings create serious concerns, including:
Fire Safety Hazards: Obstructing firefighting access and increasing fire risk.
Structural Weakening: Unauthorised additions may affect building stability.
Blocked Emergency Access: Hindering rescue operations during emergencies.
Violation of Aesthetics: Altering the tower’s approved design and uniform appearance.
Residents must take note of the following:
- All unauthorised balcony coverings must be removed immediately.
- Any encroachment or modification in common or external areas must be restored to the original condition without delay.
- Failure to comply will result in strict penalties, sealing of modified areas, and further legal action as per GNIDA Bylaws—without any further notice.
Residents who have already received individual notices are specifically instructed to act upon them on or before 25 December 2025 to avoid enforcement measures.
We urge all residents to cooperate in maintaining the integrity, safety, and approved design of Purvanchal Royal City. Compliance is not only a regulatory requirement but also a collective responsibility for the safety and harmony of our community.

CIRCULAR NO. 797 – FIRE SYSTEM INSPECTION FOR PRECAUTION AND SAFETY MEASURES
Dear Residents,
We hope this letter finds you and your loved ones in good health.
Our utmost priority is the safety and well-being of all residents living within our community. As part of our ongoing commitment to maintaining a secure living environment, we will conduct comprehensive fire system checks in every flat within PRC twice a year.
This fire system checking is a precautionary measure to ensure the efficiency and effectiveness of our fire safety infrastructure. The inspection helps us identify potential issues, confirm the proper functioning of fire prevention and detection equipment, and address any concerns without delay.
Our team of professionals specialising in fire safety systems will carry out the inspection. They will begin visits to residences starting Thursday, December 18, 2025, between 9:00 AM and 6:00 PM. The process typically takes no longer than 15 minutes per flat, depending on the unit's size and layout.
During the inspection, our team will:
Check the fire sprinkler system inside your flat.
Inspect smoke detectors and fire alarms to confirm functionality.
Verify the condition of fire hoses and other firefighting equipment on your floor.
Important Reminder:
As per our previous Circulars Reminder: Fire Safety Violations & Urgent Need for Compliance, during the last inspection, it was observed that some residents had made unauthorised changes to the fire safety system. We once again request that all residents remove any such modifications or obstructions immediately. If any flat is found not to have taken corrective measures despite this final reminder, we will be compelled to report the matter to the local Fire Department and other regulatory authorities without further notice.

Dear Residents,
This is a final reminder regarding the ongoing Special Intensive Revision (SIR) of the Electoral Rolls being conducted under the direction of the Election Commission of India.
The SIR process, which began on 4 November 2025, will conclude on 4 December 2025. All residents who have received the SIR form are requested to submit their completed forms before the last date to ensure that their voter details are updated correctly.
Submission Details
Forms may be submitted at the Estate Office or directly to the Booth Level Officer (BLO) during the following timings:
10:00 AM to 2:00 PM
To avoid a last-minute rush, residents are encouraged to submit their forms at the earliest. Timely submission will help ensure that your voter information is recorded accurately in the updated Electoral Roll.

Circular No. 795 – Temporary Closure of Gym No. 1 from November 30 2025

This is to inform you that Gym No. 1 will be temporarily closed from November 30 to December 03, 2025, to carry out essential maintenance and safety-related work. Over the past few weeks, we have identified several issues that require immediate attention to ensure the facility remains safe, clean, and fully functional for all residents.
 
The following activities will be undertaken during this period:
Replacement of Wood Panels:
Some wall and floor wood panels have suffered wear and tear and require replacement. This work is necessary to maintain safety standards and prevent further damage.
Mirror Replacement and Repairs:
Certain mirrors have developed cracks or need alignment correction. These will be replaced or repaired to ensure a safe workout environment.
AC Duct Cleaning:
The AC ducts in Gym No. 1 will undergo a complete cleaning process to improve ventilation and maintain hygiene. This is an important step to ensure clean airflow once the gym reopens.
Due to the nature of the work, particularly the chemical treatment and AC duct cleaning, the facility will remain closed until all activities are completed and the environment is safe for use. Gym No. 1 will reopen on December 04, 2025.

Following this, residents may formally approach the Deputy Registrar (Firms & Societies) to appoint an independent observer to oversee and conduct the elections in a transparent and fair manner. This is a crucial step to ensure fairness, credibility, uniform participation, and a smooth transition to an elected AOA body that represents all residents equally.
Purvanchal Projects Pvt. Ltd. will fully support the entire process. We assure all residents that we will provide full cooperation and all required documentation, along with complete logistical support, to facilitate the AOA’s registration, verification and election process.

Dear Residents,
This notice is issued as part of the ongoing Special Intensive Revision (SIR) of the Electoral Rolls being carried out under the direction of the Election Commission of India.
The Booth Level Officer (BLO) has reviewed the voter list for Purvanchal Royal City and identified a set of voters who were not found at their registered flats during physical verification. As per their voter ID records, these voters are shown as residing in Purvanchal Royal City, but they were not available at the listed address.
It is possible that:
- They may have shifted to Phase 2, or
- They may have moved to another flat within the society, or
- They may have relocated permanently outside Purvanchal Royal City.
We have attached the list of such voters, along with their names, flat numbers, and tower numbers, for residents' information.
Important Instructions
- If any person listed has shifted to another flat within Purvanchal Royal City, they are requested to contact the BLO and collect the SIR Form from the Estate Office.
- The BLO will be available in the Estate Office during the notified timings for form issuance and assistance.
- Forms can be collected and submitted well before 23 November 2025.

Circular No. 792: Urgent Advisory on Recent Fire Incidents in Tower 8 and Tower 10
Dear Residents,
We want to bring to your attention a fire incident that occurred today in Tower 8. The fire started due to ghee left unattended on the gas stove in the kitchen. Our fire team reached the spot on time and managed to control the situation before it could spread further. Their quick response helped contain and extinguish the fire and begin the cleanup of the affected flat.
A similar incident also took place in Tower 10, again due to unattended oil on the gas. These back-to-back incidents highlight how dangerous even a moment of negligence can be.
This is a serious reminder for everyone. Please follow these safety guidelines at all times:
• Do not leave any item on the gas unattended.
• Do not place diyas, candles or any open flames unless they are in safe, non-flammable areas.
• Never leave open flames unattended under any circumstances.
Mandatory Compliance for Flats with Modifications
We have also observed that some residents have altered, tampered with or obstructed fire safety systems inside their flats. This poses a risk to the entire community and cannot be allowed.
Residents who have made such changes must restore all fire safety systems to their original condition immediately. Any further compromise will be treated as a violation of community safety standards and may lead to strict action.

Circular No.: 790 Special Intensive Revision (SIR) of Electoral Rolls, 2025 (Uttar Pradesh)
Dear Residents,
As per the orders and guidelines issued by the Election Commission of India, the process of Special Intensive Revision (SIR) of Electoral Rolls, 2025, has commenced in the State of Uttar Pradesh from 4th November 2025 and shall continue up to 4th December 2025.
This exercise is being carried out to ensure that the Electoral Roll is accurate, error-free, and up to date, reflecting the correct and current details of all eligible electors. The revision aims to include all eligible citizens who have attained the age of 18 years on or before 1st January 2026, and to remove or correct any entries found to be incorrect, shifted, or duplicated.
During this period, the Booth Level Officer (BLO) assigned to your polling area will visit your residence to verify voter details and will provide you with two copies of the SIR Form.
You are requested to:
- Fill out both copies of the SIR Form carefully and legibly.
- Retain one copy for your personal records.
- Submit the other copy to the BLO during the visit.
- There is no requirement to attach supporting documents to the form.
Important Guidelines for Filling the Form:
- The sections marked in red are to be filled only if your name was included in the 2003 Voter List.
- If your name was not included in the 2003 Voter List or your voter ID was not created during that period, please fill in the sections marked in green.
- In the green-marked section, you must provide details of either your father or mother (anyone).
- All particulars should be filled accurately and completely, as per official records.

This serves as a final warning to all residents regarding ongoing cases of encroachment and unauthorised balcony covering observed within the society. Despite previous reminders, several flats continue to remain non-compliant.
As per the Greater Noida Industrial Development Authority (GNIDA) Building Regulations and Government Bylaws, both encroachment and balcony covering are strictly prohibited and constitute a violation of approved building plans.
Encroachment refers to any extension or modification beyond the allotted flat boundary into common areas, corridors, service ducts, or external spaces, or any alteration affecting the external elevation. These actions disrupt the uniformity of the layout, infringe on shared spaces, and breach GNIDA norms.
Similarly, covering balconies—whether with glass, metal, grills, or any temporary or permanent structure—is not permitted under GNIDA Bylaws. Balconies are designed to remain open for ventilation, natural light, and emergency access. Such coverings create serious concerns, including:
Fire Safety Hazards: Obstructing firefighting access and increasing fire risk.
Structural Weakening: Unauthorised additions may affect building stability.
Blocked Emergency Access: Hindering rescue operations during emergencies.
Violation of Aesthetics: Altering the tower’s approved design and uniform appearance.
Residents must take note of the following:
- All unauthorised balcony coverings must be removed immediately.
- Any encroachment or modification in common or external areas must be restored to the original condition without delay.
- Failure to comply will result in strict penalties, sealing of modified areas, and further legal action as per GNIDA Bylaws—without any further notice.
Residents who have already received individual notices are specifically instructed to act upon them on or before 10 November 2025 to avoid enforcement measures.
We urge all residents to cooperate in maintaining the integrity, safety, and approved design of Purvanchal Royal City. Compliance is not only a regulatory requirement but also a collective responsibility for the safety and harmony of our community.

Circular No. 788 – Water Tank Cleaning Schedule
Dear Residents,
This is to remind all residents that the water tank cleaning work will be carried out as per the schedule below. Water supply will remain available during underground tank cleaning. However, during overhead tank cleaning, water will remain unavailable from 10:00 AM to 6:00 PM for the respective towers.
Please store enough water in advance and flush taps for a few minutes once the supply resumes. Drain the initial muddy water before use and switch off water purifiers during the cleaning period.

Dear Residents,
The festival of lights is a time to celebrate togetherness, joy, and hope. As we prepare to welcome Deepawali, we extend our heartfelt wishes to all residents and their families for a happy, healthy, and prosperous festive season.
To make this Deepawali safe and memorable for all, we request your cooperation in strictly following the safety precautions listed below:
Avoid lighting crackers near restricted or flammable areas
Lighting crackers inside the society premises or basements is strictly prohibited. Similarly, bursting crackers in the central lawns, club area, balconies, lift lobbies, near IGL gas pipelines, or on tower rooftops is not allowed. 
Please ensure no crackers are lit near parked vehicles, especially two-wheelers and four-wheelers. Avoid areas where cardboard, paper, wooden items, or other combustible materials are stored.
Children’s safety and supervision
Children are often the most excited during Deepawali. Please make sure they do not light crackers alone under any circumstances. Parents or guardians must supervise children at all times while lighting diyas or crackers. Keep younger children at a safe distance from fire or fireworks and explain the importance of handling them with care and responsibility.
Fire safety and personal precautions
- Always keep a bucket of water, sand, or a fire extinguisher nearby while lighting crackers.
- Avoid wearing synthetic, nylon, or loose-fitting clothes, which can easily catch fire. Choose cotton clothing for extra safety.
Emergency preparedness and security arrangements
Our security team will remain on high alert throughout the festive period. Fire extinguishers and basic firefighting equipment will be placed at key locations, particularly near the main gates and tower entrances. Residents are requested to immediately notify the security team in the event of a fire, injury, or unsafe activity. Prompt reporting can prevent escalation and ensure a quick response.
Designated area for lighting crackers
To maintain order and ensure everyone’s safety, residents are permitted to light crackers only outside Gate No. 2 and Gate No. 3.
Strictly no crackers are allowed inside the society, including parking zones, basements, lawns, and other internal areas.

As we approach the joyous occasion of Diwali, we extend our heartfelt wishes for a festival filled with light, happiness, and togetherness. May this Diwali bring prosperity, success, and peace to you and your loved ones.
In observance of Diwali, our Estate Office will remain closed on Tuesday, 21st October 2025, and Wednesday, 22nd October 2025. Regular operations will resume on Thursday, 23rd October 2025, at 09:00 AM IST.
Clubhouse facilities, including the Gym, Swimming Pool, Spa, and Games Room, will also remain closed on 21st and 22nd October 2025.
During this period, we request that you kindly raise any concerns through the iSociety app. Please note that responses may take longer due to the holiday, and we appreciate your cooperation.
Further, please note that no labour services (painters, carpenters, electricians, interior designers, etc.) will be permitted inside Purvanchal Royal City during the holidays.

Circular No. 782: Important Safety Advisory from Indraprastha Gas Limited (IGL)
Dear Residents,
This is to inform all residents that we have received an important safety advisory from Indraprastha Gas Limited (IGL) regarding the safe use of Piped Natural Gas (PNG) in our society.
As per IGL, PNG is an inflammable gas and must be handled with utmost care. To ensure everyone’s safety, all residents are requested to strictly follow the guidelines shared by IGL, mentioned below:
- Do not light candles, diyas, or use open flames near the IGL gas pipelines (yellow-painted pipelines).
- Avoid touching electric wires or carrying out any electrical work near gas pipelines.
- Do not hang or tie any object, rope, or cable on PNG pipelines or fittings.
- Do not park vehicles over underground IGL valve chambers (yellow painted manhole chambers).
- Do not allow any digging, boring, or excavation work near the gas lines without prior coordination and supervision from IGL. Unauthorised activities may cause serious damage or accidents.
- Do not modify or tamper with the gas pipeline or meter installation without written permission from IGL.
- In case of gas leakage or any unusual gas smell, immediately close the main valve near the kitchen or before the gas regulator and inform IGL.
- Do not switch on or off any electrical appliance during leakage ensure proper ventilation and avoid sparking flames.
- Ensure your kitchen and gas installation area are well-ventilated. Gas geysers should not be installed in non-ventilated areas.
