Circular No 842: Registration for Fire Safety Awareness & Life-Saving Skills Training Program by Fire Department, Greater Noida
Dear Residents,
The safety of our residents and their families remains our foremost priority. In view of the increasing importance of fire safety awareness in high-rise residential communities, the Estate Management Team has recently held discussions with the Fire Department, Greater Noida, regarding the organisation of a comprehensive Fire Safety Awareness and Life-Saving Skills Demonstration Program for the residents of Purvanchal Royal City.
We are pleased to inform you that the Fire Department has expressed its willingness to conduct this important training program in our society on an upcoming Sunday. However, before scheduling the event, the Fire Department has requested confirmation regarding the expected number of participants.
Unfortunately, during previous fire safety demonstrations organised by the Fire Department, despite extensive preparations and deployment of officers and equipment, only one or two residents participated. Such low attendance discourages the authorities from deputing an entire team of trained personnel and emergency response equipment for future programs.
This time, the Fire Department has specifically requested that we obtain a firm commitment from residents before submitting a formal request for the program. They have indicated that a dedicated team of Fire Officers will be deputed only if there is meaningful participation from the community.
The proposed program will include:
• Fire prevention and fire safety awareness.
• Demonstration of various firefighting equipment.
• Practical training on the use of fire extinguishers.
• Handling electrical, kitchen, and PNG-related fires.
• Emergency evacuation procedures during fire incidents.
• Basic rescue techniques for children, senior citizens, and family members.
• Life-saving skills and first-response actions during emergencies.
• Interactive session with Fire Officers to address residents' queries.
As a large residential community, it is our collective responsibility to learn these essential skills. In the event of any emergency, the first few minutes are often the most critical, and proper knowledge can help save lives and minimise damage until professional responders arrive.
The Fire Department has requested that 60 to 100 residents confirm their participation before it schedules and deploys its team for the demonstration.
Accordingly, we request all interested residents to register through this link, and the last date for registration is 24-06-2026. https://forms.gle/87ERX1cwdot9Xsaa7
Based on the registrations received, the Management will submit a formal request to the Fire Department and coordinate the final date, which will be communicated separately to all registered participants.
We strongly encourage every family to participate. Your registration will not only help us organise this valuable program but will also demonstrate to the authorities that our community is serious about safety preparedness.
Let us come together and make this initiative a success.

CIRCULAR NO. 840 IMPORTANT FIRE SAFETY, HOUSEKEEPING AND BALCONY SAFETY ADVISORY
Dear Residents,
The safety, cleanliness, and well-being of all residents are of utmost importance. It has been observed that certain unsafe practices continue within the society, posing serious risks to life, property, and community living.
1. Fire Safety in Balconies
Residents are requested not to store any combustible or flammable materials, such as cartons, paper, cloth, packaging materials, dry waste, old furniture, or similar items, on balconies.
Even a small ignition source, such as a cigarette butt, an electrical spark, or another accidental source of heat, can lead to a serious fire. All residents are requested to keep their balconies clean, clutter-free, and free from fire hazards.
2. Throwing Cigarette Butts and Burning Materials
Throwing cigarette butts, matchsticks, ash, or any burning material from balconies, windows, or upper floors is strictly prohibited. Such actions can cause fire accidents and endanger lives and property.
3. Throwing Garbage and Food Items
Residents are strictly prohibited from throwing garbage, food items, liquids, or any waste material into lawns, balconies, or common areas.
Such behaviour creates unhygienic conditions, attracts pests and stray animals, and causes inconvenience to fellow residents.
4. Flower Pots on Balcony Ledges
Placing flower pots or any other objects on balcony ledges is strictly prohibited. These items may fall due to wind or accidental movement and can cause serious injury, loss of life, or damage to property.
All residents are requested to ensure that flower pots and other items are placed safely inside their balconies and away from the edges.
Important Notice
The above matters relate directly to fire safety, public safety, hygiene, and community discipline. Any violation may attract appropriate action under applicable Government By-laws, Fire Safety Regulations, and Society Rules.
We request all residents to cooperate in maintaining a safe, clean, and harmonious living environment.

Subject: Information Regarding Proposed Replacement of Existing NPCL Prepaid Electricity Meters
Dear Residents,
This is to inform all residents and apartment owners that the PRC Estate office has today received a communication from Noida Power Company Limited (NPCL) regarding the proposed replacement of the existing Keypad/Token Prepaid Electricity Meters installed in the flats.
As per NPCL's communication, the Hon'ble Uttar Pradesh Electricity Regulatory Commission (UPERC) has directed NPCL to replace the existing keypad/token prepaid meters with either Smart Prepaid Meters or Dual Source Dual Register (DSDR) Meters, depending upon the electricity and DG (Generator) supply infrastructure available in a society.
NPCL has informed that, based on its survey, Purvanchal Royal City appears to fall in the category where separate metering/infrastructure for DG supply already exists and, therefore, Smart Prepaid Meters may be installed in place of the existing prepaid meters.
Residents may kindly note that:
- The existing electricity meters have been installed by NPCL and are owned, operated, and maintained by NPCL.
- Separate DG energy meters have already been installed for individual flats and units in the society for power consumption separately.
- NPCL has clarified that no charges shall be levied upon consumers for replacement of the existing meters with Smart Prepaid Meters.
A copy of NPCL's letter is attached herewith for the information of all residents.
The purpose of this notice is to keep all residents informed and ensure transparency in matters affecting individual electricity consumers within the society.

Circular No. 839: Invitation for New Domestic Help Committee
Dear Residents,
Greetings from PRC Estate Administration.
Over the past year, the Estate Administration has made continuous efforts, with active support and participation from residents, to establish a more structured, secure, and efficient framework for managing domestic help, drivers, and other household staff within Purvanchal Royal City.
As residents are aware, recent developments in domestic staff management, operational coordination, resident concerns, and dispute resolution have highlighted the need for a stronger, more structured, and more representative mechanism to address matters related to domestic workforce management within a large residential community such as ours.
Subsequent discussions involving residents, Estate Administration, law enforcement authorities, and other stakeholders have further reinforced the need for an organised coordination mechanism that can assist in maintaining discipline, security, operational efficiency, and community harmony.
The tenure of the previously constituted Domestic Help Committee has now been completed. Accordingly, it has been decided to constitute a new Domestic Help Committee for the upcoming term to continue supporting these objectives through wider resident participation and structured engagement.
The proposed Domestic Help Committee shall primarily focus on the following objectives:
- Assisting in implementation, review, and continuous improvement of the Domestic Help Code of Conduct.
- Creating an effective coordination mechanism between residents, Estate Administration, and domestic workforce representatives wherever required.
- Facilitating discussions and recommendations relating to voluntary salary guidelines for different categories of domestic workers, drivers, and household staff.
- Reviewing operational challenges associated with domestic help management and recommending practical solutions for improved functioning.
- Supporting initiatives related to security, discipline, verification procedures, dispute management, and community welfare.
- Providing suggestions and feedback for continuous improvement of systems and processes related to domestic workforce management.
To ensure balanced representation across the community, each tower is requested to nominate and select 2 active residents as their representatives in the Domestic Help Committee, preferably comprising one lady resident and one gentleman resident from each tower. The representatives shall be selected through mutual consensus amongst residents of the respective tower, and the nominations shall be submitted through the prescribed nomination form along with a physical nomination sheet duly supported by signatures of at least 20 residents of the concerned tower.
Upon completion of the consultation process, the Estate Office shall share the draft Code of Conduct with resident representatives for review and feedback. Following mutual discussions and consensus, the finalised Code of Conduct, together with proposed voluntary salary guidelines, shall be formally circulated for adoption across the community.
Your participation and collective support remain essential in creating a more organised, secure, respectful, and harmonious living environment for everyone.
The finalised committee structure and member details shall be communicated separately upon completion of the nomination and consultation process.
We sincerely look forward to your continued support and participation.
The form and signature sheet are attached below.

All apartment owners and allottees are hereby formally notified of the convening of the Third and Final General Meeting for the formation and registration of the Apartment Owners' Association (hereinafter referred to as "the AOA" or "the Association"), the details whereof are set out hereinbelow.
- DETAILS OF THE THIRD AND FINAL GENERAL MEETING
It is clarified that during the Second General Meeting, a proposal was placed before the members to convene the Third and Final General Meeting on Sunday, 5 July 2026. However, considering requests received from members due to long vacation schedules, weekend travel plans, and availability constraints, it was considered appropriate to extend the proposed date to facilitate wider participation.
Accordingly, the Third and Final General Meeting for formation and registration of the AOA shall be held on Sunday, 12 July 2026 at 11:00 A.M. (IST) at First Floor, Club House, Purvanchal Royal City, Sector CHI-V, Greater Noida - 201310 (U.P.). This meeting is being convened as the Third and Final General Meeting for the purpose of formation and registration of the AOA. The agenda of the meeting shall remain the same as communicated in the earlier notices, including election of office-bearers, constitution of the Managing Committee, and consideration of all matters incidental thereto.
2. BACKGROUND: STATUS OF EARLIER GENERAL MEETINGS AND QUORUM REQUIREMENTS
It is hereby brought to the notice of all apartment owners and allottees that the First General  Meeting convened on 3 May 2026 could not be concluded, as the attendance of apartment owners/allottees fell substantially short of the requisite quorum of one-third (1/3rd) of the total number of apartment owners/allottees, i.e., approximately 900 out of a total of approximately 2,700 registered units. Only 173 owners attended the said meeting, constituting a mere 6.41% participation.
Thereafter, the Second General Meeting was convened on Sunday, 7 June 2026. However, the requisite quorum could not be achieved at the said meeting either, with only 95 owners in attendance, representing approximately 3.52% participation.
Meeting | Required Quorum | Attendance | Participation |
1st Meeting 3 May 2026 | ~900 (1/3rd) | 173 | 6.41% |
2nd Meeting 7 June 2026 | ~900 (1/3rd) | 95 | 3.52% |
In light of the foregoing, and given the failure to constitute a valid quorum in both preceding meetings, the present notice is being issued to convene the Third and Final General Meeting in accordance with the applicable provisions governing the formation and registration of the Apartment Owners' Association.

The quorum requirements for the respective meetings shall be as follows:

Subject: Important Advisory Regarding Domestic Staff Conduct and Society Discipline
Date: 05 June 2026
Dear Residents,
As you are aware, following yesterday's incident, a meeting was held at the Club House between Police Authorities (Addl DCP, ACP, and SHO), residents, the Estate Administration, and a few representatives from the domestic staff (maids).
After hearing both sides, the police concluded that any concerns or disputes between residents and domestic staff should be addressed separately and resolved within the legal framework. The police also clarified that all domestic staff who wish to continue working may do so, provided there is no further nuisance, disturbance, or disruption.
It was also decided that the group of maid leaders who escalated the situation, created unnecessary chaos, and disturbed the harmony of the society will be barred by the management. This step has been taken to set a clear precedent and discourage such incidents in the future.
We sincerely thank all residents who took time out of their busy schedules and came forward in the interest of maintaining peace, harmony, and the overall well-being of our society.
Further to the above, the PRC Residents Committee has identified the following domestic staff members who were allegedly involved in creating a nuisance, forming groups/unions inside the complex, obstructing entry movement, preventing other domestic staff from taking up work opportunities in residents' flats, and using inappropriate language with residents even in the presence of police authorities.
In view of maintaining peace, security, and discipline within the society premises, residents who have engaged the following domestic staff are requested to kindly discontinue their services, clear any pending payments, and make alternative arrangements accordingly.
The following domestic staff members are not permitted to work inside the complex premises with immediate effect:
The list of barred domestic staff members is below
| S. No | Name | Flat Nos |

Subject: Important Advisory Regarding Domestic LPG Connections and Availability of IGL PNG Services
Dear Residents,
This is to inform all residents that Piped Natural Gas (PNG) connectivity through Indraprastha Gas Limited (IGL) has been available in Purvanchal Royal City since 2019. Despite the availability of PNG services within the society, it has been observed that some residents are still continuing with domestic LPG cylinder usage.
Further, as per the public notice jointly issued by oil marketing companies, domestic LPG connections in areas where PNG connectivity has already been provided may be discontinued after completion of the prescribed notification period.
Residents are therefore advised to take note of the following:
1. Since IGL PNG connectivity has already been available in Purvanchal Royal City since 2019, residents who have not yet activated or shifted to PNG are requested to initiate the process at the earliest.
2. Residents currently using domestic LPG cylinders are advised to verify their connection status and complete necessary formalities for PNG activation to avoid inconvenience in future.
3. Residents who have already activated PNG services are requested to complete surrender/closure formalities of their domestic LPG connections, wherever applicable.
4. Timely migration to PNG services will help avoid future disruption of cooking gas supply and ensure uninterrupted service availability.
Residents are requested to treat this matter as important and to complete the necessary formalities within a reasonable time.
A copy of the attached public notice is enclosed herewith for reference and necessary action by all residents. Residents are requested to carefully review the contents and comply with the applicable guidelines issued by the concerned authorities.
Your cooperation in this regard is highly appreciated.

SUBJECT: Second General Meeting for Formation of AOA Scheduled on Sunday, 7 June 2026 and Mandatory Pre-Verification of Participants
Dear Apartment Owners,
This is in continuation of our earlier notices dated 14 March 2026 and 25 March 2026 regarding the formation of the Apartment Owners’ Association (AOA) at Purvanchal Royal City.
As the earlier meeting could not be concluded due to non-fulfilment of the required quorum, the Second General Meeting is hereby convened as per the details below:
Meeting Details
Date: Sunday, 7 June 2026, Time: 11:00 AM
Venue: First Floor, Club House, Purvanchal Royal City, CHI-V, Greater Noida
The agenda, objectives, and other terms shall remain the same as communicated in the earlier notices.
IMPORTANT CLARIFICATION REGARDING QUORUM, MODEL BYE-LAWS
It has come to our notice that there is some misunderstanding amongst a few members regarding the quorum requirements and applicability of the Model Bye-Laws, in relation to the General Meetings being conducted for the formation of the Apartment Owners’ Association (AOA).
In this regard, the following is hereby clarified:
The provisions of the Model Bye-Laws shall become applicable only after the Apartment Owners’ Association is formally constituted and duly registered.
The First General Meeting held on 3 May 2026 was adjourned due to non-fulfilment of the requisite quorum. Against the required quorum of one-third (1/3rd) of the total apartment owners/allottees, i.e., approximately 900 members out of around 2700 flats, only 173 apartment owners/allottees attended the meeting, constituting approximately 6.41% participation.
Accordingly, the present meeting is being convened as the Second General Meeting.
- THE QUORUM REQUIREMENT FOR THE MEETINGS SHALL BE AS FOLLOWS:
- First GBM: Presence of at least one-third (1/3rd) of the total apartment owners/allottees.
- Second GBM: Presence of at least one-third (1/3rd) of the total apartment owners/allottees.
- Third GBM: In the event the quorum is not fulfilled in the earlier meetings, the members present, irrespective of their number, shall constitute a valid quorum, and the decisions taken therein shall be valid and binding, subject to applicable legal provisions.
In the event the quorum is not fulfilled in the present Second General Meeting, a Third and Final General Meeting shall thereafter be convened in accordance with the applicable provisions.
Accordingly, all apartment owners are requested to participate in the meeting to ensure completion of the quorum requirement and facilitate the formation of the Apartment Owners’ Association without any further delay.
Further, we wish to reiterate and clarify that our observations and interpretations concerning the MODEL BY-LAWS and the provisions relating to quorum are based solely upon our limited understanding of the subject matter and should not be construed as definitive legal advice or an authoritative interpretation of the applicable laws and regulations. Accordingly, residents are advised to independently verify the same from the competent authority and/or seek appropriate legal consultation to ensure the accuracy, validity, and legal enforceability thereof.
It is further clarified that our role and responsibility are strictly limited to extending assistance and facilitating the residents in the process of forming the Apartment Owner Association of the complex, which we are undertaking with utmost sincerity, good faith, and diligence.
MANDATORY PRE-VERIFICATION FOR PARTICIPATION
To ensure the meeting is conducted smoothly, in an orderly, time-efficient manner, all eligible apartment owners/allottees who intend to attend and participate in the GBM are required to complete a mandatory pre-verification process at the Estate Office on or before 6 June 2026.
The pre-verification shall be carried out during working hours on all working days up to the notified deadline. Allottees are required to carry valid photo identification, such as an Aadhaar Card or PAN Card, along with relevant ownership documents, including the Registered Deed, as applicable. Upon successful verification, an authorisation/confirmation shall be issued, and only such pre-verified individuals shall be allowed entry to the meeting venue.
Participation shall be limited to one representative per apartment/unit. In cases where there are multiple allottees, the primary allottee shall ordinarily represent the unit. However, if the primary allottee is unable to attend, a co-allottee may be authorised to participate, subject to the submission of a duly signed authorisation letter or a verifiable authorisation email, along with valid identification documents, at the time of pre-verification.
After successful verification, the Estate Office shall issue a GBM Entry Slip / Attendance Pass with a counterfoil for the meeting scheduled on Sunday, 7 June 2026. All pre-verified participants are required to carry this Entry Slip/Attendance Pass on the day of the meeting and present the same at the venue for entry. No separate verification shall be carried out at the venue, and entry shall be permitted only against the slip issued by the Estate Office.
Further, it is clarified that those apartment owners who have already completed their pre-verification earlier are not required to undergo the process again. Such pre-verified participants are required to carry and present the Entry Slip / Attendance Pass with counterfoil already issued to them at the time of verification. The same shall be produced at the venue on the day of the meeting for entry and participation.
All apartment owners are requested to extend their cooperation in completing the formalities in advance to facilitate the smooth conduct of the meeting.
Warm regards,

In order to ensure that the AGM is conducted in a smooth, orderly, and time-efficient manner, all apartment owners are required to complete the pre-verification process in advance by visiting the Estate Office.
All owners are requested to personally visit the Estate Office, fill out the prescribed Pre-Verification Form, and submit the same along with the required documents. The verification will be carried out by the Estate Office officials, and upon successful completion of the process, the AGM Entry Slip / Attendance Pass shall be issued hand-to-hand to the verified apartment owner.
This Entry Slip will serve as the official authorisation for entry and participation in the AGM. Without this document, entry to the meeting venue will not be permitted.
Documents required for verification:
Apartment owners must bring a valid photo ID (aadhaar card/PAN card) along with proof of ownership (registered sale deed or relevant document) at the time of pre-verification, as this process is essential to confirm the authenticity of participants and ensure the integrity of the meeting proceedings.
One Representative per Unit
It is reiterated that only one representative per apartment/unit shall be permitted to participate in the AGM. In case of multiple owners, the primary allottee shall represent the unit. Where the primary allottee is unable to attend, a co-allottee may participate, subject to the submission of a proper authorisation, as already communicated earlier.
Pre-Verification on the Day of AGM
For residents' convenience, a limited pre-verification desk will be set up at the venue on the day of the AGM (3 May 2026). However, this facility will be available only between 10:00 AM and 11:00 AM.
Residents are advised to note that the AGM will commence at 11:00 AM sharp, and due to time constraints, on-the-spot verification may lead to delays and congestion in completing the process. Therefore, all apartment owners are strongly advised not to rely on same-day verification and to complete the process well in advance at the Estate Office.
Importance of Compliance:
The pre-verification process ensures smooth entry, avoids delays, allows only verified owners to participate, and maintains proper records. As the AGM involves key decisions, all owners are requested to complete verification in advance and collect their Entry Slip. For any assistance, please contact the Estate Office.
Please find attached the standard model bye-laws.
Warm regards,
Purvanchal Projects Pvt. Ltd.

Circular No. 835 – Reminder: Comprehensive Fire Safety Guidelines for Balconies and Kitchen Areas
Dear Residents,
This is a reminder with reference to our earlier advisory regarding fire safety in the balcony and kitchen areas. Ensuring fire safety within the society requires constant vigilance and strict adherence to prescribed precautions by all residents. Your cooperation in this regard is essential to prevent any untoward incidents.

All residents are once again requested to carefully follow the guidelines mentioned below:
Avoid Storage of Combustible Materials:
Residents must not store any inflammable or combustible materials such as empty cartons, paper, plastic items, cloth, wooden articles, or similar materials in balcony areas. Such items can easily catch fire and may lead to rapid spread if exposed to heat or sparks.
No Use of Balconies as Storage Spaces:
Balconies are meant for ventilation and safety access. Storing loose, unused, or discarded household items in balconies increases the fire load and obstructs emergency response if required. Residents are advised to keep balconies clean, clear, and free from any unnecessary materials.
Strict Prohibition on Throwing Burning Materials:
Throwing cigarette butts, matchsticks, agarbatti residue, or any burning or smouldering material from upper floors is strictly prohibited. Such actions pose a serious threat to the safety of residents and property. Any violation will be treated as a serious safety lapse and may invite strict action as per applicable rules.
Regular Servicing and Cleaning of Kitchen Chimneys:
Residents are strongly advised to ensure periodic servicing and thorough cleaning of their kitchen chimneys. Over time, oil, grease, and dust accumulate inside the chimney duct and filters, which are highly flammable.
Avoid Leaving Flames or Cooking Unattended:
Residents must not leave any open flame unattended. Items such as candles, diyas, oil lamps, or cooking on gas stoves should never be left unattended under any circumstances. Ensure that gas burners are turned off properly after use and avoid overheating of oil or flammable substances while cooking.
Further, to ensure that this advisory reaches every household, our security personnel will be visiting all flats to personally inform residents and reiterate these safety guidelines. Residents are requested to extend their cooperation during these visits.
Please note that the above measures are not merely advisory in nature but are critical safety requirements intended to safeguard lives, property, and the overall well-being of the community. Non-compliance may lead to unsafe conditions affecting multiple households.
Fire safety is a shared responsibility, and collective adherence to these guidelines is essential for maintaining a secure and hazard-free environment within society.
Warm regards, PRC Estate Administration
